Management Group Information

The Management Group is a formal meeting of Representatives of the Members of York Teaching Hospitals Facilities Management Limited Liability Partnership (YTHFM LLP) and its role is to manage the LLP.

YTHFM LLP is comprised of two members – York Teaching Hospital NHS Foundation Trust (YTHFT) and Northumbria Healthcare Facilities Management Ltd (NHFML). The partnership is governed under a ‘Members Agreement’ between YTHFM, YTHFT and NHFML. Membership of the Management Group includes an independent Chair, the Managing Director and four members representatives.

The objectives of the LLP are to:

  • combine skills and strengths of the members to enable public healthcare organisations to innovate and collaborate in relation to the management of the estates and facilities
  • find ways of improving long term healthcare outcomes and reduce the long-terms costs of healthcare in areas including provision of managed healthcare facilities, procurement of clinical supplies and service delivery
  • improve the patient experience of the services delivered, whilst maintaining both financial effectiveness and business efficiency
  • focus on achieving the best value for money operational performance within agreed timescales
  • develop and deliver new or additional complementary services and capital projects, within the private sector and the third sector (including charities and not for profit organisations).

Julie Charge

Julie Charge,
Non-Executive Director and Chair of YTHFM

Julie Charge has worked at the University of Salford since 2014, originally as the Executive Director of Finance, but has most recently taken up the role of Deputy Chief Executive and Chief Financial Officer.

Julie oversees the professional services of the University, including Finance, Strategy, Estates, Digital IT, Student services and Marketing.

Julie qualified as an accountant in 1995, completing her Master’s in Business Administration in 2009. she has over 30 years of experience working in Finance. She’s worked in a variety of Public and Private sectors including Health, Manufacturing and Higher Education.

Tara Filby

Tara Filby, Deputy Chief Nurse

Tara was appointed as Deputy Chief Nurse at York Teaching Hospital NHS Foundation Trust in February 2020 and subsequently appointed as a member representative on the LLP Board in March. She is also the LLP’s Group Equality & Diversity Champion. Tara has worked as a registered nurse since qualifying in 1990, holding a variety of senior nursing leadership roles over the last 16 years in neighbouring trusts.

Her priority has always been to ensure that patients receive high quality care and that patients, and their families, are at the heart of everything we do and each decision made. Tara has extensive experience working with Estates and Facilities teams, leading on the PLACE agenda and ensuring the environment of care meets the patient’s needs. She also brings experience of working in collaboration with colleagues, to ensure high standards of catering and cleanliness are maintained that support the well-being of both patients and staff.

Arlene Atkinson

Arlene Atkinson

Arlene has been Finance Director at Northumbria Healthcare Facilities Management Limited since September 2018. Prior to joining Northumbria Healthcare Facilities Management she worked as an Audit Director for a mid-tier practice and also spent a considerable amount of her career at KPMG LLP where she focused on public sector, in particular healthcare. She has a great depth of experience of complex accounting and financial reporting issues as well as assisting organisations with their governance and risk management. She is a qualified accountant with experience spanning more than 18 years both within the public and private sectors.  Arlene is a Fellow of the Chartered Accountants Ireland.

Jim Dillon

Jim Dillon

Until his recent retirement, Jim Dillon was chief executive at Scarborough Borough Council for many years, and prior to that a director at Ipswich Borough Council.

Jim has been involved, at a strategic level, with the health and wellbeing agenda at both local and regional levels for many years.  He has a strong passion for Scarborough and is keen to continue to contribute to improving the quality of life of the community.

Graham Lamb

Graham Lamb

Graham was appointed as deputy finance director for York Teaching Hospital NHS Foundation Trust in February 2009, and has been a member’s representative on YTHFMs management group since April 2019.

As deputy finance director, Graham is responsible for supporting the Trust’s finance director in the provision of strategic financial leadership and advice. He leads the Trust’s financial management and contracting functions, and is chair of the Trust’s business case panel. Graham also provides senior finance support to YTHFM under the reverse SLA with the Trust.

Graham joined the NHS in 1990 as Management Accountant for the York District Authority’s Community & Mental Health Services unit, and since then has held a number of finance positions within York Teaching Hospital NHS Foundation Trust. He had previously held a number of finance positions within Local Government.
